She goes to the clock workshop to ask the owner to fix the clock, but she doesn’t answer. It’s not really important what the clock is, the point is that Haruka is trying to get it fixed.
The owner of the clock shows up, and she tells Haruka that she doesn’t know how to fix the clock.
