In my opinion, I think that the reason why Steven Moffat chose to select this particular character is because of his views on the nature of the human mind. In particular, the human mind is a complex system that is capable of surprising connections between seemingly unrelated ideas.
For example, in this episode we see that there are times when the Doctor is able to predict what will happen with his companions in a way that is remarkably accurate. He does this particularly well with Clara, who he has been traveling with for several years. This episode shows us how the Doctor is able to predict that she will die.
This is a very interesting point. If we look at it from a logical perspective, the Doctor can predict that Clara will die because she is a human being and humans die. It’s a simple, logical prediction. The Doctor can predict this because he knows all there is to know about humans and their species.
Now, if we were to take this same idea and apply it to other species, we would be able to predict that they would also die.
