Leung was born in Hong Kong and grew up in New Territories. He completed his secondary education at the prestigious King's College in Hong Kong. In the 1980s he studied at the Chinese University of Hong Kong, where he graduated with a Bachelor of Arts degree in Chinese Language and Literature.
In the 1990s Leung gained a Master's degree from the School of Oriental and African Studies (SOAS) at the University of London. He also spent a year studying at Kyoto University in Japan.
Leung has held many important government positions, including Secretary for Home Affairs (2004-2007), Secretary for Education (2007-2008), and Secretary for Development (2008-2011).
