Park Won-soon was born on March 11, 1956 in Suwon, South Korea. Park completed his undergraduate education in Korea and later moved to the United States to pursue graduate studies. He received a master's degree in economics from the University of Rochester and completed his PhD in economics from the University of Michigan in 1987. Park returned to Korea to teach economics at Dongkuk University until he was appointed to a government position.

Park Won-soon (Korean: 박원순; March 26, 1956 – July 9, 2020) was a South Korean politician, philanthropist, activist and lawyer who served as Mayor of Seoul from 2011 until his death in July 2020. A Democrat, he was first elected in 2011and won re-election in 2014 and 2018.
He went missing on July 9, 2020 and was confirmed to have committed suicide on July 10, 2020.
