He graduated with a master’s degree in economics, and later studied law at the University of Chicago Law School.
He was called to the bar in Illinois in 2000, and he worked as a lawyer in the United States before returning to Hong Kong to serve as Chief Secretary in 2001.
Tung joined the Civil Service Commission in 2002. He was appointed to the Executive Council in 2004. He resigned from that position in 2008, when he became Chief Executive.
Tung is an avid fan of basketball, and is known to play basketball with his daughters when they visit him.
