Yamanaka Shikanosuke personality type is ENFP, but I don't think that's the case. His life goal is to become a teacher and has no interest in becoming a ninja. He wants to become a ninja, but he doesn't want to become an ANBU. He wants to use his ninja skills for the betterment of others and that's why he's here.
I thought the same thing when I first watched it, but at that time, I didn't see this as a problem. The anime really impressed me and I was hoping that it would've been like that in the manga too. With this new information, I will have to change my mind.
The manga is still a prequel to the Naruto manga, so it's possible that Shikanosuke is the one who gives Orochimaru his cursed seal. That would explain why he's here. This may also explain why Shikanosuke never got his own anime episode, because technically speaking, he would've been a major character in the Naruto manga too.
