Engineer personality type is ISTP, and I think that many ISTPs share my dislike for bureaucracy, and tend to avoid it as much as they can. I also suspect ISTPs with a military background would enjoy working with an ISTP-based organization like the NSC.
2. I am not sure how much of a fascist or authoritarian the NSC is. If they are simply a group that is run by a dictator, then that is a good thing. It means that the President has the power to make the decisions about national security, and that is a good thing. If the NSC is a fascist organization that is run by a dictator, then it is a very bad thing. If the NSC is a fascist organization run by a dictator, then I would want to avoid working for the NSC as much as possible.
3. In my opinion, the NSC should be more like an English royal family. In the English monarchy, the king does not make all of the decisions about national security. Instead, there are many advisors that work for the king, and all of those advisors have different opinions about issues that affect national security. The advisors disagree with each other over different issues, and the King must choose the advice he wants to follow.
