Ruka personality type is ISTP, but I'm more ISTP than anything. If you want your main character to go into the game with a "2D" personality like Ruka then that's fine, but Ruka's personality is okay for me. I don't think the game is trying to make her sound like a dullard; it's trying to make her sound like an EXTREMELY impulsive, rash, and active girl. If the game wants to make her sound like a dullard, that's fine, but there's no point in doing that when she already sounds like a dullard.
What about Naofumi?
The original Naofumi was a very passive character in general, and what made him active was his role as a hero. When he became a hero, he started using his shield to fight, and this is why he went from being a very passive character to an active one. In the anime he's still very much the same character. The problem with Naofumi in the LN is that he was a bland, passive character. At no point in the LN did he do anything that wasn't going along with what his class was supposed to do.
Ruka is a Shek with no horns and can be found in a bar in any Shek Kingdom town.
