Kato is a talented member of the JSA that can be a bit of a hot-head. His superiors in the JSA love his loyalty and energy, but he has a tendency to forget his own importance and has gotten in trouble more than once for making rash decisions that have had terrible consequences. He and the Flash had a falling out when he tried to keep the Flash's identity secret and thought that he could do the job better than the Flash could.
Although he thinks that he is a good fighter and deserves to be in the JSA, it is obvious that he is not prepared for the job. He doesn't know how to handle it, and it shows, often showing up in costume late or not at all. He has been very reckless, allowing himself to be injured on several occasions.
