Sir Arthur Pendragon personality type is ENTP, not ISTP.
(I don't claim that ENTPs can't be ISTPs, but that's not what I'm saying here.)
The type of ISFJ you're describing is a "personality" that comes into being when the child has a strong type in one of the other two personality functions. That type then becomes the "personality" that the child will have throughout life, and will form the basis of the child's whole life. It's this "personality" that will be dominant and define the life the child will have.
So for example, if the child has a dominant Ti in ISFJ, then the personality formed will have a strong focus on being a good person, of being nice and kind and helping others, and of being someone who helps others. The child will have a strong focus on being a good person, on being nice and kind and helping others.
It's not that the ISFJ "doesn't" have an ISTP, it's that the path to the personality type is through the Ti channel, and so the Ti channel doesn't get activated in the ISFJ.
