Surge, who had a habit of beating up his wife and children, was committed to a mental hospital after he killed his wife in 1980. He was released in 1999, but he killed again in 2001 and was arrested and charged with first-degree murder once more.

    Jeff the Killer is an animated character who is portrayed as a red-haired sociopath who wears a clown mask and kills people for no reason other than to amuse himself.

    The show is an animated series that aired on Cartoon Network between 2001 and 2003, but the character of Jeff the Killer had been around for longer than that. His first appearance was in Surge’s story “Jeff the Killer,” published in the now-defunct horror/sci-fi magazine Creepy in 1988.
