In his heyday, Fremont helped develop California as the 49th state in 1849. He also served as a senator in California and as a representative in the U.S. Congress and the U.S. House of Representatives.

Fremont was an idealist and a man of principle who believed in the expansion of the "American domain." His strong support for the Manifest Destiny drove him to oppose the admission of California, New Mexico, and Utah into the Union as free states, arguing that the Mexican Cession, which extended American territory to the Pacific Ocean, was still disputed territory.

Fremont had a strong personal and political following among many Californian's who were enamored with his notions of Manifest destiny, but were against the annexation of more territory along the Pacific Coast. Fremont supported the annexation of California, under which the state would be admitted as a free state and given a large amount of federal land, which would help offset the debts resulting from the Mexican-American War, and would also increase the number of votes in favor of slavery expansion in Congress.
