Dell Parker is the second born of eight children. He has a brother, Raymond W. Parker, and two sisters. Parker was born in Indianapolis to John and Nancy Parker. His father was a heavy drinker, and it is alleged that his father's alcoholism contributed to Dell's eventual troubles. As a child, Dell was shy and reserved. He was frequently bullied, and frequently went to the principal's office. Dell also had an alcoholic father who was often violent to his mother and Dell, who was often physically ill after his father's alcohol-fueled rages.
Parker spent most of his early childhood in Indianapolis, Indiana, where he attended elementary school. He was an extremely bright student, even at an early age. He later said that he was frequently the smartest kid in the class. His father's alcoholism caused Parker's family to move to New Orleans when he was in fifth grade. Parker attended public schools in New Orleans; there he developed the ability to read at a very early age.
