In his first novel, the dystopian novel Nineteen Eighty-Four, Orwell describes a society where the ruling party (the Party) is able to control their population using propaganda and the threat of torture. The government is also able to manipulate their population in many other ways. In the novel, the government monitors its citizens at all times. They use microphones, electronic devices, and surveillance cameras to listen to conversations and record activities. They also have spy networks that report on citizens. The government also uses its army to control the population when necessary.

In the book, Winston Smith is a main character. He is a member of the Inner Party, which is an elite group within the government. Smith is a member of the Outer Party, which oversees the Inner Party. In this way, Winston Smith is both an Inner and Outer person. Winston Smith is a loyal member of the Party. He does not question the government or the Party's ideology. Smith does not even question his own actions because he knows that he can always be punished if he does not follow orders.
