For the post-1.0 update, Ryu (and Ken) received a large number of new moves, including a new fireball (which is difficult to land the first time), the ability to block projectiles with his new V-Skill (V-Trigger), and the ability to cancel into "Ryu-Kiss" (a command grab) with a button press.
According to interviews, the new character was designed with master player Daigo Umehara in mind. His main goal was to create a character who could fight on both the offensive and defensive fronts. Umehara was acknowledged introducing many new concepts to Street Fighter during his time as a player, including the use of projectiles, large combos, and defensive play.
While Ryu now has a projectile, he does not have an anti-air fireball. According to Umehara, this was done to make Ryu more versatile. While being able to chain together his basic punches and kicks is essential for a character like Ryu, his fireball would feel too slow without one.
