Shiro Nishi is a member of the Japanese government, and she has a very specific job description: she is a "diplomat." She goes to Japan to make peace between the Japanese and the Chinese.
She's also a super-competent spy and hacker, and we learn that she has an ability — not unlike the ones I described above — to hack into computers and phones and other devices and plant evidence and documents and other things that would make certain points clear.
