Armstrong was born in Cincinnati, Ohio, to Mary (née Hartman) and Joseph Armstrong. His father was a businessman and his mother was a housewife. Armstrong attended the Cincinnati Country Day School, where he took part in the school's band program. He also joined the school's drama club.
Armstrong studied at Harvard University, where he worked on the "Harvard Lampoon" under Christopher Guest. He graduated in 1986 with a degree in English. While at Harvard, Armstrong met his future wife, actress Frances McDormand, who was also a university student at the time.
The two married in 1987 and moved to Los Angeles in 1989. There, Armstrong continued to work on "The Harvard Lampoon". He also made guest appearances on several television shows, including "Seinfeld" and "3rd Rock from the Sun".
Armstrong began his film career in 1991 with "Swimming with Sharks". He played Buddy in the movie, which starred Kevin Costner and Sean Connery.
