In the early 1960s he worked for the United States Department of State in Washington as a junior clerk. In 1964 he joined the Foreign Service and served as assistant to the United States Ambassador to the Netherlands until 1967, then as an Assistant Secretary of State. In 1968 he became Special Assistant to President Lyndon B. Johnson.
