I'm not saying that it can't be done, but I'm saying that it is not likely to be done.
In my opinion, this is where the danger lies. How can we make sure that those who would go down this path are held to account? How can we make sure that those who would use this as a means of power are held to account? How do we make sure that those who would inflict real suffering on others aren't given a free pass?
This is a cost of doing business. The only way you can make these things less dangerous is by reducing the frequency, and then your risks become a lot lower. The thing that makes it less dangerous is the frequency.
If you want to understand how much that frequency changes for the Dark side, you have to understand how much it changed for the Light side.
The Light side is getting more frequent by the day.
As I said, this is a significant risk. However, I believe that it's a risk worth taking. In my opinion, right now, the only way we're going to stop this from happening is by being proactive instead of reactive.
