Gengar personality type is ENTP, so why would she be so bad at it? This is part of the general ENTP focus on understanding, so it isn't surprising that they are often mediocre at things which are, for them, new and interesting.
Gengar is good at being sarcastic, but that's not what you'd call a personality trait. "Sarcastic" is just one way of being. The only way I can think of to describe this is that she lacks social awareness. A Gengar can be good at being sarcastic, but not good at being socially aware.
While I was writing this, I realized why the Gengar personality type doesn't fit at all. I'm fairly certain that I've seen someone who's an ENTP type switch to the Gengar personality type in Undertale. I wasn't sure whether this was canon or not, but it made sense to me, and my impressions of the game don't seem to be wrong.
I've got a theory that the game is actually written in a way which makes every single choice the player makes the correct one, and it's just that the player isn't aware that they're making the correct choice.
