Klāvs was born in Riga, Latvia, to Voldemāra and Jānis Elsbergs, both of whom were teachers. His family moved to the United States when he was three years old. After graduating from high school, Elsberg attended the University of Maryland, where he studied mathematics for two years before transferring to the University of Michigan, where he began his undergraduate studies in philosophy.
At Michigan, Elsberg took a leave of absence to study at the University of Chicago, where he majored in German and studied under Hans-Georg Gadamer. Elsberg then returned to Michigan to continue his studies in philosophy and completed his bachelor's degree in three years. While at Michigan, Elsberg worked at the university's radio station and developed a radio program called "The Big Idea," which he hosted and produced. He also did some freelance work for Detroit's WJR radio and created a series of radio programs called "The Polish Experiences," which he hosted and produced.
Klāvs Elsbergs (January 3, 1959 – February 5, 1987) was a Latvian poet and translator. He was the son of Latvian poet Vizma Belševica. Elsbergs was a leading poet of his generation and his poetry is still very popular in Latvia. He published two volumes of his poetry and one was published posthumously.
