Praljak was a professional soldier in the Croatian military, serving in the JNA in the early 1990s. In 1991, he was wounded in combat in Bosnia and subsequently received a disability pension. In 1994, Praljak became a founding member of the Croatian Renewal Movement (HNS), a conservative party backed by Yugoslavia's largest political party, the League of Communists of Yugoslavia.
In 1996, Praljak was elected to the Croatian Parliament from Istria, becoming one of the youngest MPs in the country. He served as chair of the Defence Committee of the Croatian Parliament, and was an outspoken critic of Croatian President Franjo Tuđman. His remarks on national defence issues were often controversial, and he frequently argued for greater integration with Europe.
