It's also stated that he's an A class hero, which is the highest rank of hero. This makes him even more interesting than he already was, with his motivation for doing all that stuff. He clearly doesn't just want to be a hero for the sake of being one, but he actually has something he wants to accomplish.
He also has a lot of connections with the other characters, which is a pretty nice touch. It's always better when a character has a good bond with not only the main protagonist, but the entire cast. It makes them more fleshed out, and it allows the audience to feel more connected to them.
It's also interesting how he looks like Ryuko's father, which ties into his cooking obsession. Even though I doubt Ryuko is his daughter, it's still a nice touch.
Overall, this is a pretty solid entry, and I'm glad it got introduced here. It's not as engaging as some other entries, but it's still a decent watch. I do have to admit that I have to have some issues with the animation style for this one.
