Sachs, who was born in 1946, is a native of Milwaukee. Sachs is a graduate of the University of Wisconsin-Milwaukee and, in 1971, earned a master's degree in political science from the University of California at Berkeley.
As a young man, Sachs considered a career in the military, but after seeing the level of poverty in Milwaukee, he decided to go into politics. Sachs' first campaign was on the city council in 1977. He was elected to the Wisconsin State Assembly in 1980 and to the Wisconsin State Senate in 1982 and 1994. He was elected to the U.S. House of Representatives in 1986, then to the U.S. Senate in 1998 and 2006.
In 2001, Sachs introduced legislation to provide funding for a federal grant program for community development corporations that operate in distressed urban areas. Sachs' legislation was designed to help pay for the cost of capital improvements and major construction projects for the corporations and their clients.
