Shinozuka Hijiri personality type is ENTP, and I think she is 100% ENTP. Her role in the series is that of a detective with a penchant for solving mysteries. She's a bit of a cut-up, at least in the early episodes, but she's actually one of the more serious characters in the series. She's more into the fact that she's a detective than anything else, so she doesn't really care that much about romance. She seems to be more interested in mysteries than in finding romance.
As for who she's related to, I think it's more like she's related to the police force as a whole than just one family. If you don't believe me, see episode 16, when she rescues Tsugumi from a kidnapper (who happens to be her uncle). Also, she's a detective, so maybe she's related to detectives in general?
Her name means "fuminuki" or something like that, and "hijiri" means "falling petals". So if you say "Shinnoijima Hijiri," it'd mean "Shinozuka Hijiri," or something.
