I am not surprised that the 7th house is so clearly under-utilized by the 8th house. As a native, my 7th house is under-utilized in general, and I have found my 7th house to be a very useful house when emotion emotion is needed or when I want to experience a more personal, inward experience. In my case, my 7th house is reserved mostly for my emotions and they are something that I have come to appreciate.
In my case, I have found that the 7th house in the 8th house configuration is a very good fit, but my reason for preferring it is that in my case, I do not have a strong feeling field in the 7th house, and that in my case, it is up to the individual to make the decision on whether they want to use it or not. In my case, I have been able to utilize it successfully in my life, and I believe that the individual must make the decision on how to utilize it. In my case, I have used it in a very productive way.
