Shion is an ENFP. Here's how he describes himself: "I am Shion, the most indecisive person in the world. But I'm not that kind of indecisive, more like I am a nitwit."
I have to say I agree with this description. From the very beginning, Shion is indecisive and cannot decide on something. He says at one point (in chapter 1) that he is "too much of a nitwit to get anything done", and I believe he means it.
But he's not like every other ENFP in that he's always indecisive and unsure. He also has moments when he's decisive, strong and sure of himself, just like every other ENFP.
Shion has these moments, like when he fights off the attackers in chapter 1 or when he decides to run away from the castle in chapter 9.
