Harper was born in Illinois in 1951, but raised in West Virginia. He attended West Virginia University, receiving a Bachelor of Arts degree in English in 1975. He received his Ph.D. in biology from The University of Texas at Austin in 1981.
A few years later, Harper moved to California to become an oceanographer at the Scripps Institution of Oceanography. Since then, he has written several books about science, nature, and technology. Harper lives in La Jolla, California with his wife and two children.
Harper’s books for younger readers include The Island of the Blue Dolphins, published in 1991; The Time Pirates, published in 1996; and The Comet Seekers, published in 2007. He has also written other nonfiction books for adults for which he won awards.
