Sentret (Otachi) personality type is ENFP, and the only other Pokemon in the anime with this type is Smeargle.
Of course, ENFPs are not the only ones who have protagonists who are too socially awkward to hook up. They are, however, the most extreme example of this general trait.
What makes this so strange is how the anime usually portrays them as being socially inept, yet making up for it with their charm and natural charisma. For instance, the English dub of the original series has Ash being highly uncomfortable around girls, but his social skills are still pretty decent, even if he does get really nervous around the opposite sex.

It's also important to note that ENFPs are not actually shy at all. They are just very comfortable in their own skin, and they don't care what someone else thinks of them. There's nothing wrong with this, but it's somewhat played for laughs in the anime.
On top of that, while some ENFPs can end up being social outcasts, they are usually very popular among their peers, and are often more open about their feelings than most other Pokemon. Ash was definitely an ENFP all along, but he was never portrayed as being that way.
Sentret has a cautious, timid nature and can often be seen standing on its tail to scout its surroundings. It will only sleep if there is another Sentret keeping watch and will be too frightened to sleep if separated from its pack. When it senses danger, it warns others by screeching and thumping its tail on the ground. Sentret can most commonly be found in temperate grasslands.
