Sabit Ballıoğlu was born on 13 November 1877 in Istanbul, Ottoman Empire. His father, Hüseyin Ballıoğlu, was a well-known Turkish historian and writer.
Sabit Ballioglu graduated from Galatasaray High School, where he studied history, literature and French language and literature. He went on to attend the law department of Galatasaray University and earned a degree in 1904.
During the Ottoman period, he was a member of the Ottoman Chamber of Deputies for Sivas and Sivas Province between 1912 and 1914. He became an important figure in the Young Turks movement, which aimed to modernize Turkey. However, he was expelled from the party after the Young Turk Revolution. He was exiled to Malta where he remained until he was allowed to return to Istanbul in 1924.
After his return to Istanbul, he became a member of Parliament in 1924 and continued to serve as an MP until 1945.
