Also, I've always been a pretty good judge of character, and if you're the kind of person who's going to do anything or have anything to do with bullies, you're not going to be helping yourself or anyone else.
I'm in a very similar position as you on the matter of computer usage. I had similar break-down problems at one point, but I kept myself away from computers altogether. I just don't want to get into that kind of situation again.
I don't believe there's anything wrong with visiting other people's websites, but I'd be very wary of any site that has a lot of pop-ups. Some people might say that they're just trying to sell you something, but I'm pretty sure that's not true. It could be, but it's more likely that they're trying to get your personal information in order to sell you stuff that you don't want.
If you want to go to the websites of your friends, don't go there under an anonymous name.
A place where you can learn/practice a language, while talking to natives. You can teach them what you know and they will do the same for you.
