I believe the problem is your own perception. You have the "fixed" conception of ISTP that you think is common among all ISTPs, but it isn't. ISTPs are not easily identified by their social skills because they are not social, nor are they very good at sensing other people's moods or feelings. I can easily see how someone who does not know about ISTPs can say "I can see ISTPs". But if you ask a person who knows about ISTPs, ISTPs can never fit into the stereotypes.
Since ISTPs are not very good at sensing others' moods and feelings, they don't care about those things and has no intention to be "friends" with people but only wants to be friends with the people who can help them in some way. I don't think that is a fixed thing for all ISTPs.
