Phlegmatic (Mostly) personality type is ISFJ, but it's just one of the many possible combinations that can result in an ISTJ. There are other types that are more known, but they are just as likely.
I have no problem with the ISTJ being the most common type on the internet. I've seen some interesting ideas come from people who are ISTJs. I think it's more of a result of their desire to fit in. They don't want to stick out. They aren't trying to be different. But they often are different, even if they aren't trying to be. They are just that way, not of their own choosing. And that's okay.
My problem is with the ISTJ's tendency to think of themselves as "not-like-other-people". I think this is because they are too concerned about what other people think about them. It's one of those things that they think others will find "weird", so they try to hide it. And it's only natural for an ISTJ to try to avoid this, since they fear it will make them look "girly" or "silly".
