Vortigern personality type is ENTJ, and the Vortigern of Arthurian legend reflects this as well. Like Arthur, he is fearless and supremely confident in his own abilities as a leader. Like Arthur, he is an idealist who believes that he must unite the people of Britain to secure the future of his people. And like Arthur, he is governed by his emotions and by anger.
The first time we meet Vortigern is in the Prologue of the story. He is on his way to fight against the Saxons at the battle of Watling Street. However, he finds himself far more interested in seizing his wife's land than defending his nation. This is a theme that runs throughout the story, but it is most apparent when Vortigern tries to seize control of the throne from his nephew Arthur Pendragon after he has already been crowned. The king marches all the way to London before returning home, leaving his army behind to fend for themselves after failing to capture London.
Vortigern is one of the most important characters in the entire story, but he has little to no character development.
