Monsieur Thénardier is one of the most abusive characters in the story, and the only one who actively goes out of his way to hurt and humiliate others for no reason other than his own amusement. And he does it for no reason other than his own amusement. He's not the one who tries to help others in need or even to give them a chance to prove themselves. He does it just for the sake of hurting and humiliating others.
And he doesn't even do it in a particularly malicious way, he just seems completely incapable of seeing why someone might not want to come with him, and goes ahead and kidnaps them anyway.
He also is very good at manipulating and coercing people, and will go out of his way to do so when he feels like it. And he does it without any moral qualms whatsoever.
