Mr. Weenie personality type is ESFP, so I'm guessing it's a weird bratty thing, not really for anyone in particular. He isn't really the type who would do something like this, but he's enough of a brat that he would try it, and if it worked, then he'd have a laugh at the surprise on their face. He doesn't know what he's going to do with them; he just knows that he's going to do it, and that he'd have a good laugh at their horrified expressions once they're caught in it.
He's not even a bratlet or anything, but he knows that he just won't be able to stop himself once he gets started. He knows that they won't let him get away with it either, but they'll keep trying to stop him. At least they're not going to be able to call the police on him yet.
I don't think that he knows how to keep himself from doing something like this in the first place. It just comes naturally. They're not going to be able to stop him by yelling at him, by smacking him, or by trying to get his attention.
