In the books, Tywin is a cold-blooded killing machine who enjoys killing his enemies, but in the show he’s a somewhat boring (but still very effective) political manipulator. Does this make any sense?
I think it does, because for a long time in the books, Tywin was a more interesting character than he was in the show. In the books, Tywin is a ruthless political manipulator and a cold-blooded killer of more men than Richard III.
In the show, he’s a bit boring, and he appears to be a secondary character at first. But then he becomes more interesting as Season 3 progresses, though he doesn’t become totally interesting until Season 4. I think there’s a reason why this is true.

Originally hailing from a minor family with little wealth or influence, Baelish used manipulation, bribery, and the connections he secured at Riverrun to gain power and prestige in King's Landing.
