As a result of being raised in an environment of constant fighting, Homura's ideal of justice is to stand up for the underdog. She adopts the mannerisms of a martial artist, and though she is not particularly aggressive, she seems to take pride in her fighting abilities, and is very confident in them. This is further shown when she fights against Madoka at the end of Mami's sacrifice.
She also seems to take pride in her ability to make up fantastical stories out of the observations she makes of people or events, which often impresses people or causes them to act in-character. This ability has led her to her position as one of the most powerful witches in history, despite never having actually fought any other witches in battle before Madoka appeared.
Homura has expressed that she has no desire to be the strongest witch, however, she has said that she will do whatever it takes to protect Madoka. Her desire to protect Madoka has never wavered since the day she became a magical girl.
