He was part of a group called the Predacons (a group of Transformers who were not aligned with the Decepticons), and was created by Shockwave as a weapon for them to take down the Maximals/Autobots. In the cartoon series, he was created by Shockwave as a spy, but eventually began serving the Decepticons.
