Halil was born in Scutari (then called Istanbul), Ottoman Empire (present-day Istanbul, Turkey). After his initial education in "maverickism", he was educated at the military school in Constantinople. He graduated from the Naval Academy in 1876.
Halil pasha was sent to the Sea of Marmara to control the gangs that preyed on merchant shipping. He was promoted to "Sekban Ağa" (Captain of the Fleet) in 1878, and to "Sekbanbaşı" ("Commander of the Fleet" in English) in 1879. He had many enemies among the naval officers, who resented his rapid rise through the ranks, and his friendship with Sultan Abdul Hamid II. He destroyed all his enemies by 1890.
