And if he does not fight back, he sees no point in doing so because his partner would not be affected at all. He will say something like "I am going to start this fight because you are mad at me and I do not want a fight with you. If you do not want a fight, there is no point in fighting with me."
With this argument, now you can see that if the man is in the mood for a fight, he will get into the frame of mind to start a fight. However, if he is not in the mood for a fight, he will not start a fight.
