It is a fascinating mystery, but when you look at the evidence, the most logical conclusion is that Aoi is an ISTJ. The evidence supporting this conclusion is as follows:
Aoi gives little to no indication of being a tertiary personality. In fact, she seems to be completely unaware of her own personality type. In a conversation with Ushio, she says "You have a better head on your shoulders than most people. Everyone gets caught up in the emotion of the time." This shows a lack of awareness for her own emotional state, and is a clear indicator that she is not a tertiary.
She has a very strong sense of duty, and is willing to go to great lengths to complete her mission. She attempts to convince Atsushi that she is insane, and says "I'm just doing my job." When Atsushi tells her that she has the name of the murderer on her list, she replies that "I couldn't believe I was right," and "I couldn't believe it when you said that." She seems to be completely oblivious to her own self-interest.
