The first thing that needs to be stressed is that the Ti-R conflict is not what causes the bullying. It is not the bullying that causes the Ti-R conflict, it is the Ti-R conflict that causes the bullying. The Ti-R conflict exists because of the bullying. If the bullying did not exist, there would be no Ti-R conflict.
I would also like to point out that one of the ways to stop bullying is to teach bullies how to behave in certain ways. (And to teach children in general how to behave in certain ways.) If a bully is told that he must not bully, he will eventually learn how to behave in a civilized manner. This can be done by simply talking to them and explaining the consequences of their actions. But if a bully is not taught how to behave, he will continue to bully even though he knows he will be punished for it.
One idea that I have tried in the past is to have children who bully understand that they are being bullied by other children. Children who bully have a tendency to think they are above everyone else and that they can do whatever they want.
