This is an interesting question, and the answer is somewhat complicated.
It is true that the orcs are not entirely like orcish at first, but they are still quite unlike the orcs of later history. The original orcs were relatively normal humans who had been corrupted by the taint of fel. By the time of the Third War, however, they had become far more like their demonic masters, and were much more savage and violent than their forebears.
This is extremely significant because it suggests that the taint of fel was not the only factor that turned orcs into cannibals. Perhaps there was something else that was even more powerful than fel—something else that drove them to become cannibals, something else that drove them to worship demons, something else that made them so unthinkingly willing to fight and die for their demonic masters.
It is important to note that the orcs are not completely "corrupted" by fel by the time of the Third War.
