Akuma/Gouki personality type is ISTP, so I don't see why he'd go for the ninja-like choice of fighting styles. I do think that it's possible that the character's real name is Gen Fu, but that he goes by Gouki because his first name is Gene. That way, he could be hiding his true identity, but what would the point be?
I think he's also not like other ninjas or assassins, because ninjas (especially the ninja-type) are supposed to be very secretive and often help people without them knowing. Gouki is more likely to kill someone if he thinks it will benefit him, which is completely opposite to what ninjas are supposed to do.
And I don't think he's a vampire either, since ninjas are supposed to be descendants of vampire but they're not supposed to drink blood.
And yes, I know that ninjas are supposed to have weird skills that have nothing to do with their fighting style, but I'm pretty sure that ninjas are supposed to be warriors with some sort of combat skill, so they do have some intelligence. They don't have to be brainiacs, but they have to have some intelligence.
