I'm not sure if that's really true, but it is true that there are some small parts of the system that can be learned by anyone, while other parts of the system are far more complex and need to be learned through experience.
For example, an ENFP-type character is mainly built around the "patterns" provided by the system, while an INTJ-type character is built around the system itself. An ENFP-type character can rely on the "patterns" for a long time without knowing exactly what it means (since the system lives inside his mind) while an INTJ-type character needs to really understand the system in order to make use of it.
The system is a lot deeper than it appears at first glance.
It's not really a matter of what type you are, but what kind of person you'd like to be.
