Owen is a security agent who (supposedly) secretly tags along on all of Olive and Otto's cases. His fellow security partner is Agent Ohio. Owen usually is very unhelpful, and only does things when he absolutely has to. He goes on break whenever asked to do something, and sometimes for the entire day.
In an alternate timeline, he switched alignments with the Todd Squad, while Todd gave him a goatee and snail feet in complaints he wasn't "odd" enough.
In a parody script called "The Interrogation," Oona told him to capture and bring over Odd Todd from his house in riot gear; which he did.
