Shannon was born on March 24, 1964, in Philadelphia, Pennsylvania to an Irish-American father and an Italian-American mother. He grew up in rural Delaware County and attended Delaware Valley Regional High School in Drexel Hill, Pennsylvania, where he played football part-time and the violin. It was at this time that he began acting in community theater.
As a senior in high school, Shannon acted alongside his classmates in the comedic play "Calendar," and was voted "Class Clown" by his graduating class. Shannon attended the University of Notre Dame and majored in English and drama. He continued acting while at Notre Dame and joined the student ensemble of the Trinity Rep.
After college, Shannon headed to New York City to pursue acting full-time. He received his first big break in 1988, when he was cast in the Broadway production of "Proof". He also appeared in the short-lived television series "The Indian Fighter" in 1992. Shannon made his film debut in 1989 with a small role in the film "Remo Williams: The Adventure Begins", which starred Richard Gere.
