Ivan was born on July 12, 1969 in the city of Tashkent in Uzbekistan. In 1989 he graduated from the Tashkent Polytechnic Institute and from 1991 - 1997 he served in the Soviet Army.
In 1997, he graduated from the Economics Department at the Tashkent Polytechnic Institute and soon thereafter began working for the State Committee for Dissolution of Illegal Entities (GKI) as an accountant and analyst.
In 1998 and 1999, Ivan worked as an auditor in an oil company in Uzbekistan. In 2000 he continued his work at the State Committee and held a position of Deputy Head of Internal Audit.
In 2001, Ivan was invited to the State Committee for Dissolution of Illegal Entities. He worked there until 2002 and was appointed Deputy Head of the Internal Audit Department.
In 2006, Ivan returned to Tashkent Polytechnic Institute as a senior lecturer in the department of Economics.
