J.K. Rowling be funny and smart, but she can also be cold, harsh and unemotional. Her characters are generally consistent with her own personality in this regard, with a few exceptions (Hermione, Ginny), but they're not always the same.
The Snape character was something of a surprise to me; I thought he was going to be her personal villain, in the vein of her villains in the Harry Potter books. But he turned out to be a much more complex character, almost a tragic figure. I think he's one of the best characters in the series.
This is more of a personal opinion than an objective assessment, of course; I think that he's an example of someone who is a bad person but with a lot of potential to become a good person.
